Yes you can by creating two lists:

    • Country list
    • Country - city list
The country list only contains the countries (e.g. in the Title column )
The other list contains two columns (Title & City). Per city you enter the country and city
    USA      Washington
    USA      New Orleans
    USA      New York
    France  Paris
    France  Nice
    etc...

Then you have two dropdown controls with in the "Items"

    Dropdown1
    "Country list" (Title column)

    Dropdown2
    Filter('Country - City', Title = Dropdown1.Selected.Value)

    Does this help?

    Cyril,

Not sure how the record process works but why can't you have the two list created and then updated from power automate?
